Quebec Applications Estimated at 24 Months?

My wife is March 2022 Quebec outland applicant (currently on an Open work visa) and she received the Pre-arrival letter a week ago and everything on the tracker changed to "Completed". Not sure how to feel about it. It would be totally unfair to wait until September 2024 (after passing 33 months) to get the PR. Have you heard of anyone obtaining PR for Quebec recently despite the Quota thing?
I haven't heard of anyone getting it prior to the quota time recently. I'm still quite annoyed at the agent at the IRCC call centre yesterday telling my wife and me that "the PR application isn't ready yet", she has AIP and all milestones completed.

I have submitted an inland application Feb 2023, medical in March, got CSQ in May, eligibility was completed in July, background check in the tracker is still in progress and I haven't had any updates so far...
How do we know which VO the application is in?

I believe all inland applications have VO Mississauga.

How do we know which VO the application is in?
It should be Mississauga, but you can check on the request letter from IRCC for your CSQ which VO is mentioned there (on GCkey)

No, ours is at VO Mississauga and it is a outland application.

I have a feeling this VO is being used to park applications.
I didn't say only inland applications go here; I was just saying I think if anyone submits an inland application it always goes to this VO.

It's really impossible to say based on your timelines. We are seeing lots of Quebec applications go through the applications steps relatively quickly. However right at the end it all stops and then there's no movement in the application for a very long time (until there is room in the cap to issue PR).
