Assume you want to immigrate so look at Express Entry based on age, education, language, skills and funds. Already told you that you need to be licensed as a plumber through Red Seal.

No, it's a Canadian thing. Get certified in your own country
Does Canada accept Nigeria's certification on trades like this?
I have some certificates in Trade like driving, electrician and plumbing the certificate is called Trade Test.
