Hi,

Can a visitor apply for jobs, get work permit, and work while is still on a TRV? Can the stay extended after finding a job?

You would need an approved LMIA from your employer proving no Canadian or PR has the skills/education or applied. Then you can apply for a closed work permit. You cannot work until work permit is approved. You can extend your stay but may or may not be approved. You will want a lot of money to survive waiting for approval. WP processing may take up to 6 months.

It looks like a difficult and long path.

It is. First is to find an employer willing to go through the LMIA process, or has a LMIA. Most employers will not even consider a person on a visitor visa because they know it will take months to fill the position. You apply online for jobs anyways. Relative will have to show job experience and possibly ECA and IELTs depending on the NOC.
