I am little confused. I have to go back to my original question. In the invitation letter, there is link to two online portal accounts. One is for principal applicant and other is for representative. As I am not principal applicant, I was advised (on this forum) to create online account as a representative. When I go to online portal of a representative (Sign in | Permanent Residence Portal (cic.gc.ca) ) It says, this portal is for licensed representatives. Now, as I am not licensed representative, should I still go ahead and make an online account on this portal as representative of my mother's PR application.No, this doesn't make you a licensed representative. You need a license to be a licensed representative.
