I already booked my travel tickets for Nov 17, 2023 to India because of my Brother in law marriage. What are the chances that i will be receive my Minor newborn child (Born in Canada) OCI card means till what tentative date. We both parents are on Permanent residence status.

For Toronto Jurisdiction it's total 40-42 days. So very close to your travel date.
These 40-42 days are including everything means OCI Card dispatch reach to me ?

After this, the status will change in the BLS site when they receive it from the consulate -- usually it takes couple of days after "processed". BLS will then courier it in a day or two from then.
I have one application still pending. 2 are ready for pick-up and one still says 'counter delivery...."
