Since your friend is 18, he or she is considered an adult as per Indian law. So your friend will have to begin an adult OCI application and fill in the information as asked. I am assuming your friend is applying for OCI based on parents Indian heritage so your friend will have to select that as an option to the specific question based on which OCI is being applied.

Follow the same checklist as Foreign born minor children except NOC from parents would not be required. BLS is unpredictable and can ask for other documents, though. There is not much difference between adult and minor applications based on parent's Indian origin in terms of documentation. Also, you can call BLS and get guidance.

@tetalks @appar @bulls23 - I applied from Montreal 11th October 2023. Did not upload the address proof, but submitted address proof physical copy at BLS.
Received the acknowledgment dated 13th October 2023 on OCI website and is Under-process. I am assuming me not uploading the address proof wasn't an issue?

Status was "under process" on BLS tracking until 16 Oct. No record found on OCI tracking either.

Going by recent Ottawa timelines here, fastest has been ~8 weeks from Ack to process, so possible to get in hand by Nov 2, but very tight. @forw.jane is tracking Ottawa.

There is a possibility to get it by Oct 23rd but as advised by eas2lv it is best case based on trend. I would say keep the ticket as long it allows without loosing money due to the wait.
