H1B Stamping Dropbox in Canada

In my case it took nearly 10-15 business days to get the instructions email ( It's for Toronto consulate )All,
I paid the fees and submitted the application on 8th Sep, Still waiting for email instructions for Dropbox. It shows the estimated time for instructions is 5 weeks. How long does it actually take?
This is my first time in Canada and It's for Toronto consulate.which location is this?? and is this your first time stamping in Canada?

Not sure what is their criteria list to send instructions: either for first timers or if its Toronto consulate its taking a while. For me i got the same day instructions for Ottawa for my second time stamping.This is my first time in Canada and It's for Toronto consulate.

Sept 5 : Docs sent via Canada Post.
Sept 6 : Docs reached consulate.
Sept 11 : DS-160 status changed to 'Application Received'.
No update since then. Any idea how long will it take to see an update? I have an International travel planned in Oct!

Can you confirm , what is the requirement to get drop box eligibility in canada?
