wait did you get your GCMS notes after 3 months? I applied on 5th Sept and haven't got it yet. IRCC is broken and no matter which minister comes, they're all incompetent.
How come they're not incompetent for some applicants, especially 2023 applicants, mostly favoritism if you ask me.

if they were competent, they would review applications on a first come first serve basis. There's over a dozen IRCC case processing offices all over Canada. If Sydney office is overwhelmed, then applications can be moved to other IRCC offices that are processing applications for 2023 applicants in as early as 4 months (from AOR to oath).

Webform and calling IRCC is useless too. They will just inform you what's visible on the portal and will not give a flying f*** untill the 18 month threshold is passed. So I would say they're definitely highly incompetent and have utter disregard or respect towards applicants.

The same Sydney office processes some files in a twinkling, the question is 'Why?'

My file was assigned to RC8090.

I gave my test last September 3 and until now no progress they didn't even mark my test to completed. I am afraid that I need to ready my patience with them. The way they handle files are fundamentally flawed.

I assume you have emailed the office where you got the test from asking when it would be updated in the tracker.

how do you know that your file is assigned to RC8090. is this case officer id?

i gave my test on sep 2nd , still no update on it. should i apply for gcms notes?

You come to know about your primary and secondary office by ordering GCMS notes or calling.
RC8090 is the code for CPC-Sydney.
You should email where you got the test invitation from informing them that it hasn't been completed/updated in your tracker. Also give them a call. Sometimes it does take long for them to verify.

Most likely so that the minister can brag how many applications IRCC has processed within service standards of 12 months.
Working on any applications that were in processing for 13 months or longer is absolutely useless for this.
I think it also works better to finish the most recent applications ASAP in order to bring their average processing time down. So, that could be why they favor 2023 applicants, not out of great love :)

I would not blame lower rank officers for any of this, they are doing what they are told. Their management is probably incompetent though, but I am not sure on which level.

It seems that there is no pressure on them to change these practices, even though 10s to 100s of thousands of applicants are affected by this every year (they just acheived 80% in 12 months this spring, if I am not misremembering).
Applicants from 2019 and 2020 were the hardest hit, since IRCC just didn't work for several months, and their 12 month window has passed, so a lot more than 20% of these applications were abandoned for years.
Either the affected group is not very vocal, or the problem is not seen as serious enough compared to other issues.
If you go way back on this forum, you will find that a similar situation happened in early 2010s: there was a huge backlog of old files that were ignored in favor of the new ones, and were stuck for many years. I guess in IRCC nothing ever changes...

For 2022 applicants things are not so bad, it seems that many get finished in 12-18 month. So, there are some grounds for optimism.

If your thesis is true, they are unjust and what is the difference between Canada and bad countries? no wonder many quit Canada after facing discrimination in many life aspects.

Anybody try to request MP to transfer file to another office?! A lot of applicants with the same timeline as me already have their LPP completed and here I am stuck with Sydney not even started.
