I called IRCC a couple times and also submitted a webform about the delay. I never received any reply regarding the webform though, just get the portal 2 email today.

Portal 2 received on August 18, 2023 at 6:57 pm PDT (Kudos to the IRCC staffs who worked on Friday night!!). Replied the next day.

I did, they told me that the portal was not yet created for me that is why the P2 was not sent.
