Just from the 2020 pool because it is so big, and IRCC doesn’t want to add any more names to the pool.

This is very unfair, we waited for many years and then the pool of waiting people who cannot apply because of this restriction gets bigger. Their process is so frustrating and unfair
There really is no fair way. And no way to have a process to select 15,000 applications without making people unhappy. Hundreds of thousands of people want to bring their parents to Canada. This is why IRCC changed the rules around super-visas. IRCC has such a big pool from 2020. If they opened it up then they will get hundreds of thousands of submissions for 15,000 completed applications. The chances of being selected are low. You can see that IRCC sends out 24,500 invitations but only about 15,000 will have completed applications. That is an acceptance rate of 60% for those who are sent an invitation. Many people enter the pool and are not even eligible.
Yes but this is not an inclusive process as even if we are eligible we cannot apply regardless of being selected or not, that is a different story. Having the equitable opportunities is the key

Well the IRCC page says…If you’re invited to apply, you have to provide proof that you meet the income requirements for each of the 3 tax years before the date you apply. So that would mean 2020, 2021 and 2022 if the follow the same format as last year.

IRCC is attempting to prioritize those who have been waiting to the longest. Given the large amount of applicants you had people applying and not getting selected after 10 years while some got lucky and got accepted after 1 year. Given the large volume of applicants go a limited number of spots I expect there will be an attempt to prioritize applicants some way going forward. People need to realize that parent sponsorship is not guaranteed and decide whether immigration without their parents being able to join them in Canada is what is best for them.
The assumption that whoever applied in 2020 waited the longest is not right. Maybe some people applied in 2019 and not 2020, and wanted to apply in the subsequent years. They are excluding these people, that is not given the same opportunity as others. The process is not right and fair

There is going to be no right and fair way. It is a program that makes no one happy, and benefits only a few per year compared to the number of applications. . A super-visa is an option for most.
The fair way is having an equal opportunity, even to be part of the draw as simple as it can be
There have to be parameters. Being part of the draw based on current requirements is not fair to all. LICO is not fair to all. A cap on numbers is not fair to all. Being medically inadmissable is not fair to all. There needs to be a cutoff or baseline and for now, IRCC has determined they are not expanding the pool. If you feel strongly talk to your MP. Honestly the government is not going to change the rules. It could be scrapped at any time or put on hold, and the government may say it costs too much on health care (for example) as parents don’t contribute to the economy, and current Canadians and PRs don’t have access to health care.
How can people have equal opportunity? If the pool had been opened again you have some applicants who get selected after 1 year of meeting LICO for 3 years (1 year of meeting LICO in Quebec) while others have met LICO for 20 years and applied every year and were never selected. That was the big complaint when it came to the lottery especially as the volume of applicants increased.
