yes, that's a normal processing time. The starting few months of the year were not a real representative of how applications are expected to be processed. Discard them fwiw.
I have seen cec applicants around my aor date get their pr. That is why I'm worried. My eligibility hasn't even started.

I called IRCC - Medical, criminality passed. Bio completed.

info sharing - System Error (no Idea what does that means)

Eligibility review required for CEC requirement no Idea what does that mean.

I already ordered GCMS notes 2 weeks ago, waiting to get more insights. other day one of the agent mentioned review required is because they could not verify canadian experience and online existence of company shows its closed.

which is True, I left canada before actual closing, after completing 1.5 years with company, my company is US based so they transferred me to USA. company main HC is USA to all documents has US address that is how our company works. so my T4 has US address too which might have caused Review required status as agent tole me they can not verify existence. I submitted letter plus paystubs also along with T4.

Now planning to take letter from employer explaaining canadian business registration number and why company closed canada location to support my application further.

Your application and your case processing officer makes a big difference in how you get processed. You cannot really compare your application with anyone else. Waiting is the name of game unless you get "all completed".

Please mail them requesting to start working on your profile and ask your agent if have one to check all documents again and order gckey notes assp
I've never seen in work (most has been bad correlation tbh). Many prominent members of the forum have been writing this left and right (including lawyers) that you have to wait. There has been a lot of correlation of what influenced the outcome, but I've not seen it to be helpful and the experts don't see it correlating with anything either.

None of this is to say that you shouldn't try something here, but definitely to say that expectations are a double edged sword - can make you "hopeful" or very disappointed. Well managed expectations are the best here! :)

Can the country where the background check is being done on be a factor? I studied in China, so getting criminality verification from China could be a delay

It does to an extent. But it is also about whether there's a flag in your application that sends you to comprehensive security screening. If you are not sent for the later, you'll go through relatively fast. In that case, security can take a max of 110 days (from the old docs that were released on it).

A helpful read here: https://www.canadavisa.com/canada-immigration-discussion-board/threads/the-anatomy-of-a-background-check-in-depth-analysis.500146/

I was rejected in my previous pr application due to incomplete documents submitted (did not attached job duties). Does this also impact the new application?

The only thing I can think of is that I studied in China. From what I've heard and read, it takes longer for background check from Chinese government. No criminal history for me.
