Living in Quebec

Hey guys,
I'm waiting for my passport to come back after PPR and I'm still deciding where to live. I speak french and as a doctor, I think it would be easier to pursue my career goals in Quebec. However, I'm immigrating through express entry - FSW. Could I land in Quebec to obtain my PR ?
I could donate an address in Ontario to send my PR card, since I have friends living in the province. Would it be ok to move to Quebec after?
What's your opinion over this subject?

But upon landing, you'll have to show that you intend to reside outside of Quebec and you'll have to convince a border agent.
