Do I submit or wait?

I received my ITA 3 weeks ago, I gathered all my documents except a second police certificate from a country where I lived for a year. I asked requested the certificate online through the ministry website of that country and paid the fees. It's stated the document would be ready in 2 weeks. 21 days and still nothing.

My question: Do I submit my EE application without it and enclose a screenshot showing that I have requested the document or is this going to be a risk or refusal and I have to wait 2 months in the hopes it might be ready by then?

Never submit and application without a PCC unless you don't have any other options. Use the entire 60 day deadline and submit on the last 2-3 days if you have to(with LOE and explanation to show you tried getting your PCC). Applications without PCC are commonly cancelled and in rare cases are accepted.
