I traveled to India for a period of 1 month and while I was in India, I received the PR confirmation email asking if I am physically located in Canada to issue COPR.
What is the timeline for this to usually happen?
Since I will be returning to Canada only after 3 weeks, what will be impact be if I say that I am not in Canada? Will that delay my approval ?

Your approval is a different thing. If they virtually land you, your visa will be void. You'll need a PRTD to travel back to Canada without a CoPR. You don't have a visa to go back once you are virtually landed and an eCoPR is issued(I'm not super sure when after responding back to approval email your temp visas are cancelled).
