Google - Canadian job sites. Job Bank and Indeed are two. You need a job offer and your employer needs to file for and pay $1k for a LMIA. The LMIA shows that no Canadian or PR could be hired, only you. Then with LMIA, you apply for a closed work permit. For the permit, you show that you are experienced to do the job. Depending on the job requirements, you may need IELTS for language and ECA for education. Most if not all jobs posted will say that you must be a citizen, PR or a person with work authorization to apply so no point in applying for those jobs.

Because most employers are not willing to go through the process of hiring a foreign worker. It takes too long and is too expensive for them.

You cannot come to Canada looking for a job. With a tourist visa that would be risky.. especially when immigration finds out at the airport.
You can make enquiries while you are here, but not work.
Would you hire a person unseen from a foreign country? Would you hire me?

Focus on immigration programs like Express Entry or PNP programs that don’t require a job offer. Being in Canada as a tourist doesn’t allow you to work. You still need to get a job offer and LMIA to apply for a work permit. Most employers only hire people who are Canadian, PR or who have work authorization (study or work permits).
