Hello all, hope someone can help me answer this

My friend, a Canadian citizen wants to sponsor his Ghanaian wife. She currently resides in Ghana but will soon be relocating to Europe for work. My question is, if they apply while she's still in Ghana using her Ghanaian address and she then relocates to Europe, will she have to return to Ghana for biometrics collection or can she go to the nearest biometric collection center location in Europe for fingerprinting?

She can do biometric, medical, etc., wherever in the world there is a visa application centre / panel doctor. She won't need to prove she is working or residing there (she could do in eg Australia if there for a visit and could get an appointment).

However: there are a couple of reasons why it may be preferable to apply once she has switched residence to Europe. First, there is possibility - however remote - that she could be asked to come for an interview at the visa office or in country where she was residing when she applied.

Second (and in my view more important): there is a chance her app would be sent for processing to one of the European visa offices, and my impression is that they are somewhat quicker. That may be more about nationality (eg European applicants are mostly NATO, hence lighter security checks), but still.

That said, it's only a guess and possibly not an accurate one; and regardless, I wouldn't delay applying for many months for this possibly marginal benefit. Relevant if she's moving in a month or two, IMO.

If she did this she'd have to get whatever key docs from Ghana like police certificate, of course. And then may have administrative issues trying to get some docs in Europe, depending on circumstnaces.
