My student visa is almost expired, can I still apply for a study permit?

I applied for a visa to study a language in Canada for 28weeks (start Dec2022-Jul2023)
- I have been approved for my study visa since Nov2022.
- My visa will expire in Oct2023
- Letter of Introduction validity on Oct2023
but I haven't gone yet. However, I requested a postponement from the institute and received an updated LOA (start Sep2023-Apr2024)
Will I be allowed to enter on Sep2023 and will I get a study permit?
