They won’t be until they run out of old stock. So far all I’ve seen are very few reports from applicants in Ottawa who got them.
I'd add, I have strong suspicion they are doing this on a pilot or test-basis only now, basically to test out the printers and blanks. And if testing, high possibility they are running those 'new passport' runs on and off, in parallel, taking some machines off-line, etc. If they find problems (major or minor) the new passport issuance might stop and then start again. (Remember, this is a semi-industrial process - 'problems' might be as minor as the printers being a bit slow, or error rate slightly too high, etc).
In other words: even if you go to get passport done in Ottawa, no guarantee you'll get the new one. Might be effectively random for all intents and purposes for a while yet.
