It I have not the employment contract of a previous job and the owner refuse to make the contract.

When I requested the owner to sign the contract that I made based on the standard rule of Alberta, he refused it.

1, can I apply without the contract
2. if not, how can I get it.

that is an employment contract including job wage, conditions,and etc.. I need it to verify my work experience.
An immigration agency asked it because I should add the previous experience to make a 1 year with my current job.

So you are looking for an employment letter not contract. You need to show proof of duties so if you have a job description or can get senior manager to sign but you need verification of the job.
