References for travel document

My neighbor, who arrived here as a refugee from Afghanistan, wants to apply for a travel document, but she needs two references who have known her for more than six months. However, she has only been here for two months and doesn't know anyone in Canada. How can this situation be resolved?

That’s a guarantor form, she’s got that but on top of that she needs 2 references

References don't need to be in Canada. She doesn't know anyone in another country who can be a reference?

Already told you. Wait 6 months. Reason I ask is that if she has only been in Canada 2 months then assume she has been approved as a protected person (which is fast) to even apply for a travel document. You have to be a protected person. You said refugee. Plus she cannot travel to all places with RTD, only certain countries.
