There are just soo many factors that goes into consideration, like how easily they can verify your credentials or what not though short answer is NO - it doesn't take 19 months to made decision on application but thats how it is with non-EE.. You may notice that some non-ee applicants are deemed priority processing becuase they are in certain province so you know it doesn't really take 19 months. It all depends on rules set by IRCC & Govt, we just gotta play by that.
Just to add: If you look at the other side of NON-EE, there are also some benefits too.. like you don't need language score if your nomination is in some certain NOC/TEER level (0/A/B).. Don't need / have high CRS score? No problem.. Maybe on minimum edu or say maybe high in Age (Well, age is just number right? ask IRCC - they will let you know lol)..Again, no major blockage & have minimum requirements (when compared to EE).. given all those criteria out of the way, application is not express anymore and gotta wait which is down side, but beyond all that - some luck also matters - there are ppl waiting from 2021 and some even from 2020 which is quite sad.
Take student for example: Pays 2x more for foreign edu than local citizen + living expenses, then tries to grab WP (or bridging WP) - thats 3~4 years in total time spend and all money they put in from day one since landing as student. Then becomes PR and wait for couple of years before they are eligible for citizenship, add another year for that, you see the govt gets 6~8 years from you in tax and into the economy, squeezing all of your juice for max.. similar thing applys who landed on WP - time is shorten by few year more or less. Folks sitting at the higer table behind closed door who makes real decisions in this system as whole (not IRCC/VO) are very smart, they know what they doing.
