If you have to leave Canada in an emergency, you can leave without any issue. If you do not receive your eCoPR during your travel, you can return using your Temporary Resident documents (TRV, eTA, work/study permit). If your eCoPR is issued during your travel, you can email on the same email id where you received your portal credentials to let them know that you're outside Canada and ask them to postpone your eCoPR until your return to Canada. They would cancel your eCoPR and issue you a new one when you are back in Canada.Anyone received their Portal email in Mid or end of March 2023? If so, what has been your timeline to get the eCOPR?
