Which is fast and better? Canada PR or Canada Work Permit? Please guide me.

I am 40yrs old and I am planning to apply for PR. I am planning to go with my 2 kids 10 and 8 yrs.
I have total of 13 yrs of work experience in IT but only 8 yrs will be considered as they calculate only past 10 yrs experience.

I am in contact with on the the agency for immigration but I am worried due to my age constrain I will be loosing few points.

I am yet to attend IELTs test as well and hoping to get the required score.

My doubt is should I try for PR or Should I try for work permit and after getting job later can I apply for PR?

Also that agency said I can get PR without landing in Canada. They promised I will get PR and simultaneously they will help in finding job. Once I get Job I can go Canada along with kids in one go by holding PR.

Is it possible to get PR without visiting Canada not even once?
Can I go holding job and PR at a time?

Need feedback on this please.

Are you even elgible for PR due to your age? Do you have 67 points to be eligible based on age, education (ECA), IELTS (need CLB 7) and work experience? You can get PR before coming to Canada but you would need a very high score.
Sounds like you are being scammed. You need not only a job offer but an approved LMIA from a Canadian employer. The LMIA proves no Canadian or PR can do the job, only you. Then with LMIA, you apply for a closed work permit.

Work experience - 15
Age - 6

All of those are max points for each section. Totals 70. Very close call for OP here if he/she/they can max those points out.

The agency is lying. They can't promise that they'll get you a PR and a job. That's a first sign.

Consider firing them. Your next steps are very direct. You either become a student and increase your points that way or you learn French to increase your CRS and get an ITA.

Read my other comment for your max score break down. You can improve FSW eligibility by adding second language points. That only makes you eligible for FSW.

Agency is scamming you and feeding you lies. Stay away from them and research the process yourself.
