Urgent - application refused at port of entry

Hello

This question is for a friend of mine who had a COPR issued and came to do his landing last week.
The immigration officer at Toronto Pearson said they can’t let him in because the application is refused. Apparently they requested for passport details and he didn’t respond.
He explained that he did respond and was issued with a COPR. The fact that he has COPR in his hand is proof that he provided all the details and the application is approved.
Anyway the immigration officer said they will investigate but they cannot do his landing at this time.
Has anyone heard of this before?
Any advise will help.

No. Sponsor did not withdraw.
Immigration officer gave my friend two options: 1) withdraw application and let him in, or 2) they keep his passport and let him in, whilst they make an investigation.
He opted to go with option 2.
He just went back to the airport and speak to immigration. Immigration spoke to Ottawa processing office and said that my friend has the COPR and they are satisifed that everything is in order. However the Ottawa processing office are adamant they requested for passport details back in Novemeber 2022 which my friend didnt respond to. He only received the passport details request in September 2022, which he responded to and ultimately received the COPR. Anyway, they have denied his PR and advised him to get a lawyer.
This is absurd, never heard of such thing.

Getting a lawyer is the right decision.

I don't think any of us here can give you any advice since we don't know the full details of the case.

Would also order GCMS notes. Even if you have a COPR it can be cancelled electronically. Your friend will have to get more details to get a sense of what really happened. What did the email say exactly without personal information? How did they get PR and had there been any changes to his profile?

I agree that involving with an immigration lawyer is the right move.

It's a bit unusual that he got passport details requests twice and they were only 2 months apart. Did something significant changed in that 2 months?
