Maybe you enjoy your plans being on hold for a couple years with the uncertainty that goes with it.Pretty sure he said there's nothing wrong with frustration as long as its directed towards right channel.
Oh and btw my pr application was delayed by more than 2 years because one of my pcc was close to 6-month expiry. And we found that out just because of gcms.
But I have seen what's it like to work in such conditions. Heck I have gone through it myself, when there's so many balls thrown at you to juggle, there's bound to be some balls getting dropped.

I always speak up when something is wrong, how else will they know? Constructive criticism and feedback is a big part of education and also expected in the work place so I don't see what your issue is with frustrated people expressing their opinions
