Yes, but:

“Since there’s no compensation advisers in the office, they will have to probably reproduce the last pay cycle and pay people the same thing. And they won’t be able to make, necessarily, adjustments because there’s nobody to make those adjustments or recoup the money,” Mr. Brière said.
The speed at which any payments are recouped will likely depend on the length of the strike, he said.
“I’d be very surprised if they would, right away within two weeks, recoup the salaries of people that went on strike,” Mr. Brière said. “It’s pretty quick to say that it’s done within two weeks. I’m not saying it’s impossible. But I’m not sure it’s as likely as they make it sound.”

During previous strikes, federal workers had to ask for unpaid leave using the government's Phoenix pay system after their strikes were over so pay could be “deducted in subsequent cycles”. “It’s embarrassing the only way taxpayers may get our money back is if employees voluntarily fill out a form."

I see. As a "customer" of IRCC I say, guys, hunker down, buckle up, for another week or so, however it will be resolved soon!
I recall 2020 when I was getting my PR during pandemic. Remember that previously, before the pandemic, you had to leave Canada and enter Canada with CoPR to be officially "landed". However, due to the pandemic they changed it and they allowed people who are already in Canada to remain in Canada and get their PR and landing.
I am sure this strike will be resolved soon.

Hmmm... This is an interesting statement right there since the lives of 38 million people have been disrupted by 155k people.

Only in Canada, go on strike and still get paid.
Federal workers get paid two weeks in arrears, and their next paycheque, which is on Wednesday, will cover the period of March 30 to April 12, according to the government.

Its just delay in payment

You've always been able to land in Canada with an appointment.

To be honset, i will be very surprised if the gov. Cant cover this payment adjustment process this is very basic thing.
One more thing. Seem gov. Is not in hurry, thats why i expect they are playing in fund issue which may appear later with more days coming
