Thx for your answer, but I will visit an office today to make sure of this. It clearly say any Canadian citizen LIVING IN CANADA can make the application anywhere IN CANADA. Not mention if Canadian citizen LIVING IN US can do this. It says that kind of people HAS TO make their application by mail. But you are right, citizen has the same right to do so, doesn't matter where they LIVE. Only office in Canada can collect and review the application immediately and make the fastest response for instant new passport pick up though, with urgent reason and fee of cause.if canadian YES
In reality, I don't think they enforce this 'living in Canada' very strictly, they just ask you to provide an address in Canada. Not certain though.I just made a call to passport Canada, yes, any citizen living anywhere can make passport application in Canada.
The limit: if you live aboard, you can only pick up from the office, or have a third party drop off your application to an office, but they won't mail this passport within Canada.

They will check your current address. But, if you just give a Canadian address instead as where you live, I think it's fine. They don't ask any residency proof. You can use the old passport as your ID...In reality, I don't think they enforce this 'living in Canada' very strictly, they just ask you to provide an address in Canada. Not certain though.
And for your purposes, much better to pick up in person anyway (if it gets delayed past your departure date it would get complicated.)

I did this and ALL documents except the application and photos were scanned/checked by them and returned on the spot. (That is if I haven't forgotten anything in the app package - anyway everything important was returned right away.)Anyone knows if I go to a local passport office to submit my kid's application, can I get back the original documents such as kid's cancelled passport and birth certificate after their verifying?

It supposed to mail back with SEPERATE mail and it's hard to know when it return, or if it's lost...I did this and ALL documents except the application and photos were scanned/checked by them and returned on the spot. Did you get an application number or receipt so you can follow online or be notified by emial about the process? If choose to mail back, does IRCC offer a tracking number by email?

The new passport can only be mailed to the foreign address...interesting right? I've not been in this situation but you'll have to check - my gut is that this particularly restriction would not apply to someone applying for a minor esp their own children, but don't know. Generally they ask for a valid government issued ID.
