My Total CRS Score is 408 and I'm a Mechanical Enginner by Profession with Two years experience. What are my chances of actually getting invited to live in Canada ?

1. Learn french
2. Go through student route
3. Pick up entrepreneur streams

You're going nowhere as long as you won't take the first step towards it :)
1. I live in a shit hole who has never even heard of French People....there is no one here to learn French from.
2. Not enough money to study abroad for a masters.
3. Same as above.

#1 - you can study online. Hire a tutor online. Has nothing to do with your location. Just curious, where are you from?

#2 - I can understand that it could be a deterrent. You can try scholarships, a thing you can do is to grow your skills to a level where you can easily land a scholarship. Most students who enter Canada are not talented, that leaves quite a bit of room for you to do something there.

C-11 pathway could've been something, but since you quoted #2 - 2 to 3 years of history + lack of funds is going to make it difficult right now for you. But you can still do #1 and #2.

1st never call your home country a shit hole no matter what circumstances.

Since you found this forum I am sure you have some internet. As said above learn online.
Try for PNP's and rural programs. Mechanical engineer is a great profession which has many doors. Try to see if you can do some Industrial Training courses which could be used in Canada.

I assume you are young now, before coming to Canada Try to see if you find a job in UAE/Saudi/Kuwait it will help you get the money and then you can plan better.
