They will mail it to you via DHL, and the facilitation letter will already be stamped. You just have to fill it, get it ratified from MOFA and then submit to the police station. That's the process I had followed in Riyadh, but sorry I do not have any idea if it will be different in the Khobar. You can check the older comments, I remember seeing a few from the eastern region..
P.s. once you raise the webform, they will contact you in 2 to 3 business days, asking for your mailing address etc.

I believe it is not needed as it is already provided in both Arabic and English side by side.

I have received my pcc and upload it to gckey.
1- after AOR i received request from ircc to submit my pcc from Saudi Arabia
2- i contacted ircc Riyadh through webform attached the request letter, and asked them to provide me with facilitation letter. Then after 2 days Ircc Riyadh sent me an email asking me to provide some information like full residential address, application and Phone number and how many letters i require
3- ircc Riyadh mailed me the facilitation letter through DHL, and i paid 207 Riyal to DHL upon receiving the shipment
4- the facilitation letter is two sides one in Arabic and one in English. I filled the Arabic side with my information like full name, nationality, and Passport Number (you should only fill the arabic side because mofa will only attest the arabic side)
5- I booked appointment at MOFA branch in Dammam and paid 30 Riyal attestation fee online to confirm appointment .Then I went to MOFA branch and i got the facilitation letter attested by MOFA in less than 5 minutes..
6- I booked appointment at the department of criminal Evidence in Dammam through Absher. I went there and gave them the attested facilitation letter and i received my pcc in less than 5 minutes
7- I translated the pcc to English
8- i uploaded both original pcc and translation to gckey

When filling the Arabic side of the facilitation letter, did you fill in your names in Arabic? (Assuming your name is in English)
