Is anyone from nov inland still waiting for a response from ircc after biometrics? We haven't recieved a peep from ircc since biometrics was recieved in dec.

You are correct on both.
End of 2022 Inland applicants have been getting their applications processed really fast, some even had it done from start to finish in 1 month flat.
The COPR is already enough to apply for a SIN. My spouse and I are going to Service Canada this Monday to apply for the SIN. With the SIN a Permanent Resident can already work legally, as well as open CREDIT accounts (whereas before only debit accounts were allowed).

The only thing my spouse will wait for the PR Card before doing is to travel outside of the country. Mainly because - although the application has been completed - we fear the PR status overrides my spouse's visitor status (ETA), meaning my spouse might only be able to enter via land border (walking for example) because public transportation services cannot confirm the PR Status without a physical card (but land border can), and the COPR is not a travel document but can be used to validate PR status in a land border.

Not yet, nor do I expect any update anytime soon, they have been very slow in processing anything related to OWP which I was already aware of when I requested for the refund. I'd say they are taking about 6 weeks for OWP refunds.

How did you apply for your OWP refund?

Simply sent an application withdrawal request using their generic webform since there is no other way of doing it. In that request I included the application and principal applicant's details.
The reason for withdrawal used was PR had been approved already.
I wouldn't mind linking it here but since that can be dangerous given that this is private immigration info we're dealing with I will suggest instead to google for it, like "IRCC webform", and should be the very first result.

Congrats! I thought we were in final stages and then they decided to re-assess our eligibility and asked to submit an additional document for custody letter and now been waiting with no update since it was submitted Feb 20. Posting timeline below.
