No. The targeted draws are meant to start in 2023. But as usual there's no clear communication about what's going on with the noc2021 problem nor when draws will resume. Totally unacceptable.
I know it is coming in 2023 but couldn’t find any info on the details such as how it is targeted? How does it work with current Express Entry draw? Are they both going to be available or the Express Entry will be replaced by the targeted program? When will any change be possibly made?

Ps: I’m in the pool with the scores of 1041 and was expected to get the ITA in the next draw but it’s super disappointing that no draw after Nov 23.

The details haven't been released yet. No one knows the answers to these questions.
Would imagine it will be closer to the PNP program and not as focused on accepting people with the highest achievements when it comes to education. Younger age will likely still be prioritized. New program will probably approve more low skilled or semi-skilled workers in certain professions like healthcare, trades, etc. that are needed in Canada. There is a recognition that Canada needs a lot of lower wage and lower skilled workers and accepting lots of people with lots of degrees does not make sense if there aren’t jobs for all of these people while there are many positions available that do not require extensive training like PSWs. Not beneficial for the new immigrants or Canada if, for example, a PhD graduate works in an entry level job that may not even be related to their field of study.
Hope? I have given up all expectations from these animals. They have zero accountability and they need to be replaced. Even if the draws happen, I wouldn't get an ITA - the CRS cut off would quite likely be over 500.
True true, I just want some form of communication. IRCC doesn't seem forthcoming with an announcement so I am hoping if there is a draw that would be a positive sign and that CRS will be decreasing.
This is heartbreaking. I joint the pool in June 2022 and was approved for PNP on Nov 28. I have been anxiously waiting for the next EE draw. It’s just depressing and sad. The sudden pause of EE draw is so scary as my both EE profile and PNP will expire on May/June 2023. Who knows when the next draw would be 
This is beyond disgusting on their part. I mean what does it take to communicate with people in the pool? I am furious at their behavior and treatment of candidates. We aren't here asking for free cookies, we have put in the time in this country. We have contributed through our work, taxes, and what not. Are you in Canada currently? I am on PGWP which expires in 6 months. I don't know what the hell they are doing. Sadly, I am not in the health sector or the IT sector. I understand the need for targetted draws, and honestly I think Canada should do what is best for its economy, but I am really frustrated at the how they have been behaving - no communication, no accountability, nothing.
Yes, I’m currently working in Canada on PGWP. It’s been over six weeks since the last draw and I’m not sure how many people in the pool already.
