HELP with PRTD, RO not met..(URGENT)

Can someone help me please? My son has not met the RO. He went back home to my country and left the application for PR to his sister who was in Canada during that time. he went home on Nov. 2021 and his sister mailed the application the next yr (Jan. 2022). We have no idea that you can not apply for PR renewal if you are outside Canada. He kept asking me,"mom, did you receive my PR card yet?", I said no. I kept checking the mail box. Then his sister received her new PR card before they fly home. So he asked me again when is he going to received his. They don't have computer access in my place. He only has FREE DATA which has limited use like facebook(that's how we communicate) Then he decided to enroll in vocational school taking up automotive mechanic(now he is very eager to come back to Canada after his school finish on Feb. 2023). So he kept asking me about his PR card and said he never received any email from the IRCC for the confirmation that they received it. So I check online how to get pr card when you are outside Canada, that's when I found out that he can not apply when you are out of the country(Canada). You can apply for PRTD outside Canada only. Unfortunately he didn't meet the 730 days requirements by the IRCC. And his sister lost the receipt when she mailed the application . His 5 yr ends this Dec. 2022. He only stayed in Canada with the total days of 649. Can someone help us on what to do? he is already 27 yrs old but I support him because he has no job and he goes to school. I think I read somewhere that the MP in your city can help with that, but I couldn't remember where I read that. By the way I am already a Canadian citizen( I don't know if it might help or not). So can someone help me please?

I mean RENEWAL OF PR(he left it to his sister to mail it).

MP can't really help. They can't influence or change immigration laws.

He has two options:
- Apply for a PRTD from outside of Canada with H&C considerations and hope IRCC approves it so that he can return to Canada.
- Fly to the US and re-enter Canada through a land border crossing and hope he is not reported for failing to meet the residency requirement. If he's able to enter Canada without being reported, remain in Canada for 2 years straight to meet the residency requirement and then apply to renew his PR card. Of course this will require him to have a valid visa that allows him to enter the US.

He is an adult of 27 years old, he as some internet access. It's not hard to find out what he needs to keep his RO instead of bugging you and his sister.
Now his option is to apply for PRTD with H&C which I don't see that. (no one is sick or dying at home town, he is an adult, and it's his choice of staying outside and taking up schooling)
If he can enter via US (US visa or visa exempted), then as suggested, he can try to cross the land border with his COPR or expired PR card.
Good luck.
BTW mechanic training taken outside may not be recongized in Canada. It depends on where and what kind of certification he got.

Thanks for the reply but unfortunately, Filipinos need visas in order to enter US.

In that case it sounds like applying for the PRTD with H&C considerations is the only option. Does he have strong H&C reasons for failing to meet the residency requirement? What resulted in him spending so much time outside of Canada?

H&C used to be the option of last resort . It’s used so widely now it’s getting ridiculous.

It’s being recommended continuously
People make choices , they live by their choices. Electing to get their education outside Canada, as you mentioned, isn’t a H&C reason . They are 27 years old
