I may be repeating a bit but: it seems (from what we can see) that you were refused correctly.

An appeal SHOULD fail because when you applied, you were not eligible. You could, you know, ask nicely and for mercy and show that you now are eligible - but the way the system works is eligibility at the time you applied.

My own personal guess is that it would be faster to drop, get refund and apply anew. Because an appeal might take another 12 months and you'd be right where you are now.

But it's a guess and it's your choice.

I don't know what you mean exactly. But should be no, if the refusal was for a reason and that reason no longer applies, the rest should move forward normally. (That doesn't exclude refusal for some other reason, of course, but those should be pretty rare)

Friend Applied for other relative to sponsor his Two Adult sisters, He got refusal letter. He has right to appeal but with helpful advise he is going to apply a new application. This question is regarding refund.

If you have signed and dated the request for a refund, please mail this letter to:
Case Processing Centre
P.O. Box 6100
Mississauga, Ontario
L5A 4H4
Include a copy of the refusal letter with this request. You should receive the refund within six weeks of notifying the Case Processing Centre. If you require further assistance, please telephone the IRCC Call Centre at 1-888-242-2100 and be prepared to quote your UCI number (indicated at the top of this letter) and your date of birth.

But Canada Post reverted that letter and stated for address moved / unknown. Please help on this point.

Why you always talk about your friend instead of assuming it was you Brother.

Under this category, if he meets all the requirements, he could sponsor ONLY ONE relative.
He could request a refund online.

He is my friend we can leave this topic. would you please share online link to ask for refund.

Friend can only apply to sponsor one sibling, so choose one and reapply.

This question was he asked in the web form, Their answer was yes both can apply. he faced almost two year process and rejection was on prior one year tax return. he confused on this point.
