If you’re the spouse, common-law partner or a family member of someone working temporarily in Canada, you need a work permit to work in Canada.

You may be eligible for an open work permit if you’re

the spouse or common-law partner of a skilled worker in an occupation under the National Occupational Classification (NOC) skill type 0 or skill levels A or B
The skilled worker must be authorized to work for at least 6 months after you apply for your work permit.
the spouse or common-law partner of someone accepted for the Atlantic Immigration Program in a job under NOC skill type 0 or skill levels A, B or C
the spouse or common-law partner of a Quebec Selection Certificate (CSQ) holder who is eligible for the International Mobility Program Plus
a family member of a foreign representative
a family member of a foreign military member who is working in Canada

From the list of eligible persons/conditions for open work permit, there is no where mentioned this about dependent children
f you’re the spouse, common-law partner or a family member of someone studying temporarily in Canada, you need a work permit to work in Canada.

You may be eligible for an open work permit if you’re the spouse or common-law partner of a foreign student at a public post-secondary school, such as a college or university, or a collège d’enseignement général et professionnel (CEGEP) in Quebec. To be eligible, the student must be in a post-graduation work permit-eligible program of study.

Your work permit won’t be valid longer than your spouse’s or common-law partner’s study permit.

You also need to meet the general eligibility requirements for a work permit.

But it is mentioned here, a dependent child is a family member

Unfortunately the IRCC help desk gives out very wrong information routinely. They are only good for very basic questions. Don't rely on them for anything else. They shouldn't be this useless but they are.
Yeah, but in some parts of the website they mention dependent children for who may be eligible to apply for a work permit, which confuses me even more, for example:

Eligibility requirements if you apply from inside Canada
You can only apply for a work permit from inside Canada if

  • you have a valid study or work permit;
  • your spouse, common-law partner or parents have a valid study or work permit

    or:
You can apply from inside Canada if one of these applies:

  • you’re a Ukrainian national or an accompanying family member of a Ukrainian national
  • you have a valid study or work permit
  • your spouse, common-law partner or parent has a valid study or work permit
  • you’re eligible for a post-graduation work permit and your study permit is still valid
  • you or your spouse, common-law partner or parent has a temporary resident permit that is valid for 6 months or more
  • you’re waiting on a decision on an application for permanent residence for the
  • you made or will make a claim for refugee protection
  • you’ve been recognized as a Convention refugee or protected person by the Immigration and Refugee Board of Canada
  • you’re allowed to work in Canada without a work permit, but you need a work permit to work in a different job (this does not apply to business visitors)
  • you’re a trader, investor, intra-company transferee or professional under the Canada–United States–Mexico Agreement (CUSMA)

You really need to provide the links to the pages you're quoting

However I'll comment on the above... The above does not indicate who is eligible for an open work permit. All it does is indicate who qualifies to submit the application for a work permit from inside of Canada (vs. outside of Canada). You still have to separately meet the requirements to qualify for an open work permit. In other words, the above basically means: IF you meet the requirements to apply for a work permit (which are a separate set of requirements), you can apply from inside of Canada if you fall into one of the above categories. It does not mean that you qualify for a work permit because you fall into one of the above categories.

Ok so the requirements are here:

Eligibility requirements for all applicants
There are specific requirements you need to meet depending on where you are when you apply for your work permit.

But regardless of where you apply or which type of work permit you apply for, you must

  • prove to an officer that you will leave Canada when your work permit expires;
  • show that you have enough money to take care of yourself and your family members during your stay in Canada and to return home;
  • obey the law and have no record of criminal activity (we may ask you to give us a police clearance certificate);
  • not be a danger to Canada’s security;
  • be in good health and have a medical exam, if needed;
  • not plan to work for an employer listed with the status “ineligible” on the list of employers who failed to comply with the conditions;
  • not plan to work for an employer who, on a regular basis, offers striptease, erotic dance, escort services or erotic massages; and
  • give the officer any other documents they ask for to prove you can enter the country.
Eligibility requirements if you apply from inside Canada

Parents because a children cannot have his/her own status in Canada. A children is allowed to stay in Canada until the expiry of parent's work/ study permit. It is also clearly written on study permit of my child

Right. But once again, that second part that mentions parents doesn't identify who qualifies for an open work permit. All it does is say who can submit the application inland (assuming they qualify).

The information on the IRCC site is correct. It's how you're interpreting what it means.

Work permit: About the process - Canada.ca

You need an approved LMIA from an employer (employer-specific) and then you apply for a closed work permit. You need to show that you are experienced to do the job. Assume you are a minor on a study permit so you cannot work. If you apply for post-secondary and have a study permit, you can work part-time.
