Hi,

Both myself and my wife are living in UK and we will submit an outland application with sponsor living abroad.

In terms of proof of relocation plans to convince IRCC that we will move to Canada (Quebec) as soon as the wife gets the CoPR, we are think of showing the following:
  • Rental agreement due to end with break clause
    • We will say that if not received CoPR yet, I will move to Quebec and wife to Quebec or Italy while we wait for CoPR
  • Wife can show email to engineering council of Quebec asking about the procedure to get her Italian uni degree recognised in Quebec etc
  • Wife can show emails to some companies/recruiters in Quebec
  • Wife can show proof she is studying French
  • I can show emails speaking to recruiters/accountants etc about relocating to Quebec
  • My mum can write a letter saying she knows our plans to live with her
We don't have kids and we are not planning to rent/buy a property there, so we can't think of many more proofs we can show?

Do you think this would be sufficient? Can I remove some of these proofs? Any to add?

These are good starts. You could consider adding info/explanations about moving arrangements (correspondence with moving companies), other education if any, short explanation about plans for residing, etc.

One thing to keep in mind: it seems more common now for there to be follow-up requests from IRCC for evidence of intent to move. Send what you have now and keep doing minor things for prep. Then when you get asked you will have more recent (subsequent to application) to show them.

Similar but slightly different proofs we used included a table of jobs my husband (the sponsor) had applied to with current status of the application (phone interview, rejected, zoom interview etc), proof that he'd maintained ties with Canada while living in the US as a student (active Canadian bank account, driver's license etc).

If we do an outland application, but I (the sponsor) live in Canada, does it mean we don’t need to provide proof of relocation plans, since I am already here?
Correct. If you apply while sponsor out (with at least some evidence of intent to relocate) and then return to Canada during the process, highly recommended to update address AND submit webform explicitly saying 'moved to Canada, here's my place to live and work' (or whatever).

Note, IRCC could still ask for more info (they don't always notice these things or may not pay attention), at which point easy to respond 'sponsor has already relocated.'

Of course, since your spouse is from a visa waiver country, she could join, just woulnd't be able to work or otherwise benefit as formally just a visitor until complete.
