In my opinion, you should request GCMS notes for the second refusal. It's the only way of knowing what to fix and address in a third application. I've seen some people requesting notes both to IRCC and CBSA (Canada Border Service Agency) and received them faster through the latter. I think they should be the same notes. You could try making a request to both agencies.Thank you for your reply. I requested GCMS notes for my first denial. In GCMS notes, there were no details, and the notes contained the same visa rejection reasons. For the second denial, I have not ordered GCMS notes. I assume there will be no details as well. Could you please help me in this regard? How can I proceed with my re-apply application?
In regard to a re-application without the context of the GCMS notes, I would try to address:
1. Ties to home country - Make them as clear as possible and submit as much evidence as possible. Be creative (it could be job offers, participation in companies, etc).
2. How the program improves on your profile - Explain how the program builds on your education and experience and how it will help you in the future. Be clear and specific.
Again, it would be best if you had the GCMS notes as reference.
