It is illegal because the rule of having 1 year fully paid insurance was updated on the IRCC website on 27th July but the policy was made effective back dated to 4th July. If an applicant applied, on lets say 10th July ,when the rule did not specify you should have full year paid insurance, he/she fulfilled all the requirements of insurance at that particular date hence visa should have been granted. I hope it makes sense how it is illegal.Why is it illegal. One of the requirements is that you prove that you have 1 year of supervisa insurance with 100k coverage. If you are paying monthly there is no guarantee you’ll have the coverage for a year. You are required to pay upfront so IRCC knows your parent has the 1 year of coverage and that it is guaranteed.
