I have found something useful in IRCC new portal that worth sharing with anyone who is planning to apply for visitor visa for his/her parent/parents with his/her disabled dependent sibling. In the new portal when you choose the main applicant (father or mother), it will ask you what is the relationship of the person who is not main applicant with the main applicant and there is one option which is "Disabled Dependent Child". This means, you can specify that the person is dependent even if he/she is over 22 years of age. Previously, in old portal there was not such an option to choose but now in this portal you can specify that your sibling has a disability and is considered depended. I am not sure if by specifying this, there will be any hope or not.
