I am a Bangladeshi citizen. My fiancée is a Canadian citizen and divorced. Does she needs the permission of Canadian High Commission in Bangladesh to get married in Bangladesh?

No, not permission.
But you're asking the wrong question: the question is what Bangladesh requires of a foreigner to marry there.
In many countries, a foreigner will require a document showing that there is no obstacle to being married (eg for example by showing that they are not already married). Often what is provided to meet this requirement is from the High Commission/Embassy/Consulate - the citizen goes to the consular section and swears a document saying that there are no impediments to marriage, and the consulate stamps it. (There may be further steps or different steps acc to local law, like getting this 'legalized' somehow locally).
Note, in some countries anyone who's been divorced may have to do additional steps.
I repeat though: I don't know specifically about Bangladesh requirements, but this procedure is relatively common. The high commission
might have information available. USA info might be relevant, but not always (Canada doesn't do apostilles).
Also note: requirements and procedures from other commonwealth countries (esp Aus/UK/NZ) are often similar, but not always. Canada's issue (I think USA has this too) is that the federal government has nothing to do with marriages (there's no nationwide civil register) so all they can provide is a statement that the citizen swore before a consular office they're not married. I don't know if Aus and NZ have that issue.
