No it's not rejected and it's not unusual as well. I had been through this process. My application status restored from 'returned' to 'submitted' after a gap of little over two months after submission of the required documents i.e. imm5406. April19–sent the form with the request letter to the email.
Since then, I never receive anything. The status of application is still returned. I just tried F12 trick, it shows casestatus id8, phase is:1 read only: false and rejection reasons: null. It does not have any updates or any agent info. Does this mean the application got rejected?

sameHi application submitted on October 14,2021, last month received IRCC email regarding missing documents, imm5406, we have re submitted and still waiting for the reply. After this still no news. Is there anyone? With this kinda situation, also still not able to link the file in gc key.

you still have all the background checks to do. Processing times ais around 3 years so you still have a long time until you can expect PPR.Invitation received 2021 Sept 29- parents from India

$200 likely barely covers that actually processing of the application or actually doesn’t cover the processing. Things like the medical gets reviewed by nurse or physician for example depending on the irregularities for example. There are a lot of hidden costs. The government isn’t making money on any of the applications they offer from visitors to citizenship.I submitted the application on 27th Nov and no response after that: Ghost email, AOR.. nothing.
Lately, the processing time was set to 34 months (almost 3 years), 2.4m backlogs and now for many, the status getting updated to "SUBMITTED" (7) from status 10. To my mind, it seems like they are putting ice on the PGP applications (maybe for the next year or so). PCC and Medical are only valid for a year.. best to ask applicants to submit these after a year when they actually have time to process our applications.
If you are in a rush, they are encouraging us to apply for super visa.. what better/painless option than to help the economy recover after covid and the current inflation.
30k applicants x $200 (super visa fees) = $6M (lump sum) + insurance.
Again, this is just a guess, and hope it's not true.
