yes, I think so. I have searched back in this forum (2020) and it looks like only 2 ppl have received a permanent AOR. At least from those who have posted. Yours and one who applied in August 2020.
I’m guessing yours went more quickly at the beginning since it was still early in the pandemic.
I applied in July 2020 and still waiting for permanent AOR

I applied GCMS Notes on Mar 26, 2022, received GCMS Notes on May 16, 2022

on March 15, 2022 my application moved to VO Montreal from CIO Sydney.

Applied: 2020 April
AOR date: 2020 May
Biometric: 2020 October
Temporary AOR: 2021 January
Application Online Link: 2022 February
Permanent AOR received: 2022 March
Expected result completion date: 2022 October (29 Months from AOR date 2020 May)

Primary VO: VO Montreal (transferred on 2022 March 15, for Eligibility and Security)

Does anyone know if the applications are opened in Sydney (NS) then sent to the applicant’s country office? I wonder if the slowness is in Canada or if it’s in our own country? Is there any way to contact them to get an estimate of when an application might be started??

I also read russian-speaking forums and know that now they prioritize processing citizens of Ukraine, which make sense. May be it is a reason. They put on hold other applications until Ukrainians get theirs visas because they need it urgent.

We also applied in July 2020 and only have temp AOR received on Jan 2021.
Their is a difference between Applied and Application Received.

IRCC counts time when they received your file at office.

I applied in March 2020, my application was received in May 2020

Just insane that they can take 2,000$ CAD from you, give you a "temp" number and then go silent for what is now over a year. And refuse to answer emails unless you're a refugee, according to their auto reply. Mad.

It seems like they're not very serious about this stream. What email did you use? We were thinking of emailing but if it's a dead end, maybe not. I thought that we could withdraw our application (before actual processing) and get some sort of refund. Anyone know how to do that? Has anyone done it? We don't have 5 years to sit around and wait :(
