Family Sponsorship- COPR versus PR Card photocopy

Need quick help from a kind soul. A friend wishes to sponsor his dependent child. The sponsor has a valid CPOR pending receipt of his PR card. Can he submit the sponsorship application with a photocopy of his COPR or must he wait for the actual PR card before submitting the application? Thank you!

He can submit without waiting, as long as the COPR has been signed etc at landing. (Might want to put a short letter of explanation that PR card not yet received.)
