Just called IRCC. My file is just sitting there in the backlog. NO NOTES. It didn't move an inch. after AOR. File is still at Sydney office. No process has started yet. Tracker is just misleading.

did you receive email or mail? I have a fingerprints request on my tracker on same day as yours but I did not receive any email or mail?

For me the fingerprints email arrived a bit more than 24h after the tracker update. Also it went to my 'Promotions' mailbox on gmail.

There is no specific time it depends. You can see February online applicant background and test completed ( Ottawa Office)

FIngerprints is part of the prohibitions phase, which means that once they received them you will get the OL. That's my opinion.

No, Interviews and/or fingerprints are not required for everyone. Each application has its own treatment policy based on what IRCC think is right. Sometime the applicant may have a full name shared by many individuals inside the country so that's why I think IRCC ask for FP. Of course there are many reasons that we don't know. Sometime it's just random or for quality process purposes.
