Hi everyone,
is soft landing by air allowed for unvaccinated persons before 31 august 2022? Any recent experience ?

I have read that copr Holders unvaccinated can travel To Canada (first entry with copr) and, that before august 31 2022 foreign nationals can leave Canada with a Covid test (Air Canada and Ircc website)…. After 2 years of pandemic and no News from Ircc I am a bit confused about immigration right now. I finally had the « ready for visa« e-mail and should receive the printed Copr soon. I am unvaccinated and really recently got Covid (i.e cannot be vaccinated soon)… I am thinking of going To Canada this summer for a soft landing, I would like To keep the opportunity of this long procedure.

As soon as you become a PR, you are no longer a foreign national, so you can and should expect that you will not be allowed to board a flight to depart unless you get vaccinated.

Is this a guarantee they won't allow you to board the plane to depart? No, they can make mistakes. It's possible they'd just look at your passport and decide you're a foreign national, or just listen to you when you say you don't reside in Canada.

But if you have a visa to enter associated with the COPR, that will show 'immigrant' status. I presume an ETA would also show something like that but not certain. (Even the "I don't reside in Canada" response would raise the question of how you entered Canada).

[Note, you can still leave the country. Just they don't have to let you board a plane.]

Many Thanks for your answer and analysis. my Copr should be activate before Q1 2023 that can also give me time To think about settling for good in Canada.
I don’t get your note « you can still leave the country…« How can I leave Canada if they don’t let me board a plane? I am from Europe :-(

How you leave the country is your problem and your responsibility. The measure is against departing on commercial scheduled flights (i.e. with other passengers) and is a public health matter. (Options include leaving to USA by ground or other or to europe by private charter or some boats perhaps).

No need to worry about this: my point is that this will NOT be relaxed or forgiven on some spurious "rights" basis. If you get stuck because not vaccinated, it's your problem.

That doesn't mean it will be enforced rigorously - I don't know - but my read is that the exception applies only to foreign nationals and Canadian PRs (whether resident in Canada or not) are not foreign nationals.

FYI - leaving Canada via the US is not going to be possible for you based on current rules. US requires people to be fully vaccinated to enter.

Thank you, good point - I was posting about the generality (if someone wants to leave Canada, it's their own matter to figure out how to do so), and definitely shouldn't have left that open to interpretation that USA would admit.
