Visitor Visa Refusal for my mother because of a strange reason

I applied to visitor visa for my mother. She is a teacher with 25 years of experience she has own home and travelled several countries before the pandemic. I and my husband hold permanent residency of Canada for 2 years when we applied and we had not seen my parent since. I have 2 children and my daughter was born here in Canada who my mother has never seen. We applied in April 2021 and got refusal in January. There were 2 reasons:

am not satisfied that you will leave Canada ...... based on your family ties in Canada and
in your country of residence.
• I am not satisfied that you will leave Canada ........ based on the purpose of your visit
When I seng ATIP I got a strange reason as below

-THE CLIENT HAS STRONG TIES IN CANADA

-THE REASON OF THE TRAVEL DOES NOT APPEAR REASONABLE GIVEN THE APPLICANT'S SOCIO-ECONOMIC SITUATION.
I have never heard such a refusal reason from ones who invited their parents. What do you think it means?

- What evidence did you mother include in the application to show proof of ties to her home country?
- How much of a bank balance did she show and how long a trip did she request?
- Does her previous travel include countries requiring visas such as the US and UK?

How did you and or your husband get PR ?

Thank you for the prompt respond.
-we included property document of a house that is on her name, document from local school board that indicates her salary and date of her annual vacation in summer.
-she showed 6000 cad and we also showed 12 000 cad saving account and let them know that we will pay for her trips and she would stay neatly 50 days since she has only 60 days of vacation from school.
-No she does not.

Do you think that for the next time my mothers travelling to Europa will have a positive effect on visa application?
And also I am not sure, but I think when I filled the application instead of 'family reunification' I chose 'other' as a purpose of travel. can it be a reason why they refused?

Why don't you apply for Super Visa if you meet LICO requirements. Less chances of refusal.

Did you or your spouse apply for asylum in Canada? Is that how you got PR?

Yes this I know and it’s only for data analysis (in picture from last 4 years and approval never decided by AI , still this is responsibility of human visa officer to decide yes or no (based on analytic)
Approval or rejection is not decided by AI system but it does present its findings to Visa officers. Do you really think Visa officers bother to go through each case if the AI system has already recommended refusal? They are too busy to bother hence there has been in increase in visitor visa refusals.

In this case the children got PR through asylum. This isn’t an AI issue. There is increased likelihood of parents remaining if children have received PR through asylum

If the decision is made by VO then what is the use of AI ?
