My husband sent his passport for visa stamping in chandigarh on feb 17 but hasn’t received it back yet. Does somebody know how long it takes usually as its more than 20 days.

It means that at the moment IRCC did not ask you to send your fingerprints. That's why it says "we don't need your fingerprints". But no that doesn't automatically mean your exempt. Wait for further instructions from IRCC, and if they need them they'll tell you.

My wife's application also got the same status but IRCC just sent an email today requesting her biometric within a month. The message was displayed in the GCKey account but not in the new tracker account though.
