Obtaining Study Permit with an expired PR card

Hi all
I have received admission into a prestigious university in Canada and was going to accept my offer and proceed with my PAL and study permit applications, but I have a PR card that has expired more than 10 years ago. My university's immigration office says I will not be able to enter with an expired PR card and I need to check my status with the immigration office.

How can I contact the immigration office to find my PR status? What should be the safest course of action I can take so that I can land in Canada by end of August? Has anyone been in a similar situation as me, what steps did you take?

You have two options:

1) Apply for a PR Travel Document with H&C considerations. You will need to provide an argument for why you were outside of Canada and unable to meet the residency requirement. If you are under 22, you may be able to argue that you were removed from Canada as a minor by your parents. This has a chance of working if your family lived in Canada for some time before leaving. If the PRTD is approved, you will then be able to travel to Canada as a permanent resident to attend school.

2) Apply to officially renounce your PR status now. Then apply for the study permit.

My parents did not work in Canada actually so I cannot go with the PRTD. For renouncing my PR status, how long will it take because applying and receiving my study permit would take 9-11 weeks and I am going for September intake 2024.
