Application past visa processing time

I had applied for my parents PR in October 2021 under PGP.
It has been 31 months now. The current anticipated processing time on IRCC site for PGP is 20 months. Last update received on their file was in September 2023 and no update since then.
Have tried all channels for follow up and getting an update but no luck.
Any one who has had a similar experience and can suggest what can be done in this case.
