Can I apply for visitor visa with SOWP is in progress?

Hello all,

I am currently a study permit holder till March 31, 2025 and my spouse visa application is in progress (submitted on 8th March, 2024).
Can I apply for visitor visa with SOWP is in progress (with considering my husband has two previous student visa refusals and one spouse visa refusal three months ago)?
Appreciate your suggestions.

You can certainly apply for the TRV however I'm not sure it's a good idea given the number of refusals he already has.
