The Canadian province of Manitoba has issued 626 new Letters of Advice to apply for a provincial nomination in the latest Expression of Interest draw, which took place on May 11.

The province issued Letters of Advice to Apply (LAAs) to 267 candidates under the Manitoba Skilled Worker in Manitoba Stream, with the lowest ranked candidate invited at a score of 500. The MPNP also issued 109 LAAs to candidates under the Skilled Worker Overseas Stream. These candidates have to prove they have a close relative residing in Manitoba or past education/work experience in the province and must meet additional criteria for the MPNP stream. An additional 99 LAAs were issued under the Skilled Worker Overseas Stream's Strategic Recruitment Initiative.

The province's Strategic Recruitment Initiative includes recruitment missions, where provincial representatives interview foreign skilled workers overseas and later issue LAAs to individuals who meet the Manitoba Provincial Nominee Program (MPNP) (MPNP) eligibility criteria. In order to be considered, individuals must first submit a formal Expression of Interest (EOI) to the MPNP. In addition, the MPNP may invite people who have undertaken a pre-approved Exploratory Visit and passed an interview with a program official.

For the fourth time this year, the MPNP issued LAAs under its Express Entry-linked sub-stream to 151 new Express Entry candidates. The lowest-ranked candidate invited under this pathway had an EOI score of 562.

Express Entry candidates whose application for a provincial nomination is successful receive an additional 600 points toward their overall Comprehensive Ranking System (CRS) score.

The MPNP conducts periodic draws based on an Expression of Interest (EOI) system wherein potential candidates submit an EOI to the province and their profiles are assigned a score based on the answers provided in the MPNP's online system. The highest-scoring candidates from the EOI pool receive a Letter of Advice to Apply for a provincial nomination from the Government of Manitoba.

Skilled workers in Manitoba and overseas who have received an LAA in the May 11 draw, and whose application for a provincial nomination is successful, may apply to the federal government for Canadian permanent resident status.

Submitting an EOI is a candidate's first step to immigration to Manitoba through the MPNP.

MPNP Skilled Workers in Manitoba

Under this sub-category of the MPNP, applications are accepted from qualified foreign workers and international student graduates who are currently working in Manitoba and have been offered a permanent job by their employer in Manitoba. Skilled Workers in Manitoba are not subjected to a points-based assessment to determine their eligibility (though points are assigned to the candidate once he or she enters the pool of candidates).

MPNP Skilled Workers Overseas

This MPNP sub-category is for qualified skilled workers who may be outside Canada but who can demonstrate a strong connection to the province and its labour market. A points-based system is used to assess candidates according to factors such as age, language proficiency, work experience, education, and adaptability.

MPNP Skilled Workers Overseas — Express Entry Sub-stream

This sub-stream is an immigration pathway for candidates who may be eligible under a MPNP Skilled Workers Overseas stream, and who also meet Express Entry criteria and have an active Express Entry profile. Candidates also must have the confirmed support of a close friend or relative who has resided in Manitoba for at least one year.
